Planning
Plans should be living documents. They should be adopted, acted on, updated and used to steer the community. For years, the Village’s plans were assembled by interns and then sat on a shelf. Nobody acted on them or kept them current. Trustees Nic Boatner, Frank Binetti and I took that up.
A Comprehensive Plan Written Here
I pushed for our own Planning and Zoning Commission to prepare the new Comprehensive Plan, with the help of our Building and Zoning Officer, instead of bringing in outsiders. The people who live here wrote the plan for where they live.
An Affordable Housing Plan That Fits Campton Hills
The State requires an Affordable Housing Plan through the Illinois Housing Development Authority. We would need one anyway. Our average home value and family income are very high. When someone divorces, is widowed or retires, or when grown children want to stay in the community, Campton Hills is often out of reach. Targeting seniors is a good first step.
Getting La Fox of Campton Hills Right
The new subdivision took extensive planning. I worked directly with our then-Administrator, in his community development role, on the Tax Increment Financing district, on the choice between creating a new water and sewer district and using the existing Mill Creek district, and on the turnover of county roads to the Village.
- Brought a proposal of about 2,000 homes, at one point as many as 2,500, down to 900.
- Helped stop the St. Charles/Pulte annexation plan for La Fox.
- Reached an agreement with the Kane County Forest Preserve District to acquire about 450 acres of open space, intact.
- Reached an impact fee agreement with School District 301.
- Established Special Service Areas for roads and stormwater, with a backup in case an HOA fails.
Protecting Our Edges
- Passed a boundary agreement with Burlington that reaches north and west to Plato and Burlington roads, protecting an aquifer recharge zone that cannot be developed.
- Pursuing boundary agreements with Elburn, Lily Lake, Elgin and St. Charles.
- Development to the north will come as 50- to 200-unit projects that are hard to see coming. We need to plan ahead for them, not react.
- Planning for the Route 47 corridor will begin under the next Board. How many warehouses will we tolerate?
